 Principal Accountabilities


1. 1.Create & manage database of various new & existing Consultants, Contractors, suppliers, sub contractors, sub consultants and sub suppliers.

2.   2. Initiate & analyse pre-qualification of Consultants, Contractors, suppliers, sub contractors, sub consultants and sub suppliers.

3.   3. Responsible for estimating the quantities and cost of various works/ work packages directly from the drawings and specifications. Also to coordinate with the Consultants and Project Managers in the related field.

4.   4. Plan & execute cost effective procurement activities of provisional sum items, PC Rate Items and various direct supply items through extensive coordination, price evaluation, negotiations by applying value engineering and cost benefit analysis. 

5.   5. Responsible for the tendering activities in appointing consultants, contractors, suppliers etc.,  through successful bid assistance for tender requirements, review, ensure compliance and fulfilling the technical requirements and cost compliance, which includes Tender invitation, Tender Analysis, Tender report, coordination and interaction with the Tenderers etc.

6.     6. Coordinate to acknowledge /dispatch tenders, records & secure controlled documents for referrals.

7.  7. Develop & plan as and when required to source various competent contractors, consultants and suppliers for partnering in the future projects and manage the existing ones through current market analysis, effective negotiation and liaison. Identify the sources of various materials and PC rate items.

8.     8. Coordinate with the Project Managers, Consultants etc. in the areas of RFIs (request for information)pertaining to the procurement of the contract packages, particularly, PS and PC rate packages, This include Identifying the procurement requirements, preparing the tender schedule, tender process, award finalization, RFIs (request for information) , post award clarifications, meetings etc.

9.     9. Monitoring, reporting and controlling the cost parameters of the project at regular intervals like monthly/weekly etc.

10. 10. Certifying the contractor’s/consultant’s payment invoices at regular intervals like monthly. Processing the payments in the Oracle systems and obtaining related reports from the system.

11.  11.  Performing contracts administration which includes, claim management, contractual communications, knowledge management related to commercial and contracts


Minimum Requirement


Civil Engineering Degree from a recognized University and/or Professional Qualification in a related discipline.

QS certification or Diploma in Procurement / marketing/ sales is an added advantage



·         5-7 years of relevant Procurement/QS experience in the Construction Industry/Project Development/Procurement Industry/QS consultancy, handling large building and infrastructure projects/ mixed use developments, in the field of procurement of contractors, suppliers, materials etc.

·         Experience in dealing with specialized Consultants and service providers/ agencies/sub-contractor packages which include tendering, negotiations etc.

·         Experience with large and reputed consultants / Property Developers / large contracting companies in the above fields, would be preferable.


·         Creative and analytical thinking.

·         High degree of Integrity and organizational commitment

·         Good command of computer software in the field of Procurement/QS

·         Dynamic and enterprising

·         Good knowledge of various contractors, suppliers in the market and market rates/price of materials and various items of  works including interior works, MEP works, specialized works etc., tendering process, local conditions and current trends.

·         Ability to speak read and write in English fluently.

·         Good in networking and strong communication skills

·         Strong inter-personal, organizational and presentation skills.
